Elektra Semiautomatica, low flow rates overheated

Hello
A friend of me owns a Elektra Microcasa Semiautomatica for 6 month now.
Since weeks he has the issue that the machine is overheating.
Today I had a glimpse and from my point of view it's because the heat-exchanger is running with low water flow rates.
I checked quickly by measuring the water flow of the cooled down machine and it was around 220g/min without portafilter.
Could it be the pump? I have never heard of an Ulka pump or similar get broken...
the p-stat is working in the green area 1.2-1.4bar. For my feeling this is correct and gave nice micro-bubbled foam.
