Not necessarily. An HX has 1 larger boiler with a smaller volume to area ratio so it loses less heat.

Somewhere I calculated the energy saving of the DB steam boiler to be about 70w. I didn't measure the heat input on the smaller DB brew boiler, but the element is ON a LOT more than on the HX.

Ian is right, DBs are energy inefficient in principle, since you are using an extra heater to heat the brew water, instead of using the otherwise mostly wasted heat from the steam boiler. In practice, a well insulated DB is more efficient than a poorly insulated HX, moreover, the new (very expensive) ones preheat the brew water with a steam boiler HX, and use much less power in the brew boiler.
