Broken Fluid o Tech Rotary Pump?

Hi.
It's pretty hard to understand this post. Was this a redirected post from somewhere else? Anyway, to answer your question, the pump should rotate by hand pretty easily.
I'm not sure if this is likely your only problem. The guys at Chris' Coffee are pretty good, and I don't feel that second guessing them is gonna be helpful.
My question for you is are you feeding the pump from a flojet, or from water mains pressure? If flojet, you may need an accumulator tank.

The pump should rotate relatively free. It will be a little stiff because there are vanes in there and there is a water tight seal but you should not have to use pliers to turn it. The pump motor should spin freely with a snap of the fingers.

The motor is spinning free, so at least that is good. The replacement pump should be here today so I am keeping my fingers crossed...
