That's right.
The vacuum breaker opens to the outside air when the boiler is cold, and closes as the water boils. Preventing a vacuum is not really its job; a boiler can easily stand up to vacuum. Instead, it allows the steam to push out the air and fill the boiler, so the boiler pressurizes with steam and heats correctly; rather than pressurizing with trapped air and not heating above boiling point.
