24/7 on no vacuum breaker

could someone verify my understanding:

If a machine with no vacuum breaker is left on 24/7, the absence of a vacuum breaker is a non-issue because the boiler is always under pressure, right?

That's right.

The vacuum breaker opens to the outside air when the boiler is cold, and closes as the water boils. Preventing a vacuum is not really its job; a boiler can easily stand up to vacuum. Instead, it allows the steam to push out the air and fill the boiler, so the boiler pressurizes with steam and heats correctly; rather than pressurizing with trapped air and not heating above boiling point.
