Are you sure the boiler is filling? IIRC, when my boiler was low on water, the green lights flashed and the machine behaved as you described. I believe this is a safety feature that keeps the heating element from burning out when the boiler doesn't have sufficient water.

Interesting, but my machine is filling fine. There were some issues initially but it is sensing and filling fine at this point.

I took out the dosing pad tonight and below you can see the circuit board and the lack of markings.

Well here is the end of this saga... as close as I could figure the flowmeter needed replacing. A quick website shopping spree at Espresso Care got me a new Gicar Flowmeter. I got it installed this evening and I am dosing!
